INCLUDED AMONG THESE ARE CHANGES IN THE ORGANIZATION OF CONSTITUENCY ASSOCIATIONS AND NEW PROCEDURES FOR SELECTION AND ADOPTION OF CANDIDATES. THIS DISCUSSION CENTERS ON THE CHANGES RELATING TO CONSITUENCY ORGANIZATIONS.

The political consequences of post-war migration to Western Europe of political refugees and migrant workers are examined in terms of their impact on the concept of membership of West European states and the rise of racism in some European countries. Argues that permanent settlement has taken place and that positive political steps should be taken to suppress racism and to recognise that political refugees and migrant workers are members of their countries of residence. The impact of immigration as an issue in British politics is analyzed in terms of the electoral strategies of the British Conservative & Labour parties. Before 1970 the issue was potentially one which could be exploited to the advantage of the Conservative party & fear of electoral losses caused the Labour leadership to go to great lengths to defuse immigration as an issue dividing the parties. The impact of E. Powell in 1968 & the 1970 general election contributed to this. After 1970 the issue has been complicated by the growing electoral importance of black voters & the activities of the National Front. The efforts by the major parties to appeal to black voters, combat the National Front, & maintain their support among the white electorate are discussed with reference to Mrs. Thatcher's decision to emphasize the differences between the major parties on the immigration issue. 4 Tables.
